Evaluation is a design problem

Tests, code review, and product analytics are usually treated as three separate disciplines owned by three separate people. They are all answering the same question: did this change make the thing better.

When they stay separate, each one develops its own idea of "better" and the three quietly disagree. Designing the evaluation loop once, across all three, is cheaper than reconciling them later.
